The OSCE Minsk Group is set to be formally closed on September 1 through a silent procedure, the OSCE Secretariat confirmed to Public Radio of Armenia.

According to the information provided by the Secretariat, Finland – which holds the OSCE Chairmanship in 2025 – is currently conducting consultations with participating states regarding the closure of the Minsk Process and its associated bodies. Such a step requires a decision of the Ministerial Council, which must be adopted by consensus among all 57 participating states.

“Following the special session of the Permanent Council on August 25, a draft decision on closing the Minsk Process and its related structures was circulated to participating states for approval under the silent procedure until September 1. This procedure allows the decision to be adopted on that date, provided no participating state raises an objection. The Secretariat stands ready to implement any outcome of these consultations,” the OSCE spokesperson told Public Radio of Armenia.
