Armenian Prime Minister Nikol Pashinyan has said that most of the country’s problems in the judicial system cannot be resolved without adopting a new constitution, underscoring the need for sweeping institutional change to address long-standing structural issues.

Speaking in the Armenian parliament, Pashinyan argued that persistent challenges in the justice system cannot be fixed under existing frameworks, warning that without constitutional reform the system would remain in a state of stagnation, Caliber.Az reports per Armenian media.

He also pointed to the water sector and the justice system as two key areas where progress has been limited, saying problems in both fields have accumulated over time rather than being resolved.
