We are deeply saddened to announce that Deniz Akçay, who obtained her Doctorat d’Etat en Droit Public diploma at Nancy-Université in 1982, attained the status of specialist jurist at the Permanent Representation of the Ministry of Foreign Affairs of the Republic of Türkiye at the Council of Europe in 1988, was bestowed with the title of Co-Agent of the Turkish Government by the decision of the Council of Ministers in 1998, and served as the Vice Chair and Chair of the Council of Europe Steering Committee for Human Rights (CDDH) between 2005-2010, has passed away on Monday, 2 January.

For many years, Esq. Dr. Akçay supported the Center for Eurasian Studies (AVİM) with her extensive experience in the fields of state affairs and public law, and made valuable contributions to AVİM’s publications. Additionally, she played a major role in the meetings organized by AVİM to discuss legal matters that are of interest to the Republic of Türkiye. She made substantial contributions to the literature with her works that dealt with public international law, the Cyprus Question, the legal ramifications of the 1915 Events, and the Ottoman State-Republic of Türkiye succession vs. continuation debate.

Our thoughts are with Esq. Dr. Akçay's family and loved ones during this difficult time. The staff of AVİM extends its heartfelt condolences.
